COL (Ret)Carpenter commanded the USACE Jacksonville District, overseeing nearly 1,000 personnel and a $475 million annual program covering ports, waterways, coastal protection, and Everglades restoration. His USACE command experience provides authoritative insight into agency standards, policies, civil works practices, and federal infrastructure contracting. He was the primary instructor at the USACE District Commander Course and taught Civil Engineering at West Point.

Mr. Carpenter holds active Professional Engineer (P.E.) licenses in Florida and Puerto Rico, as well as a P.E. license in Virginia, and is a Certified General Contractor (CGC) in Florida. He also holds a LEED Certification from the U.S. Green Building Council.

Mr. Carpenter earned an MS in Civil Engineering from Stanford University, an MA in Strategic Studies from the U.S. Army War College, and a BS in General Engineering from the United States Military Academy at West Point.
